Kate Hope has been the Clerk to Old Basing & Lychpit Parish Council since August 2024, having previously been the Deputy/Assistant Clerk for five years before that.  She holds the Certificate in Local Council Administration (CiLCA).
The Clerk is the Proper Officer of the Council and has a statutory duty to carry out; they are also the Responsible Financial Officer and responsible for all financial records of the Council and the careful administration of its finances.
The Clerk is responsible for ensuring that the decisions of the Council are carried out. They advise the Council on its legal duties and limitations and produces the information required for making effective decisions and implementing those decisions. They are accountable to the Council for the effective management of its resources and reports to them as and when required.

Jamie Chandler joined the Parish Office in September 2024 and holds the Introduction to Local Council Administration (ILCA) certificate.

The Assistant Clerk manages the Allotments and Cemetery and provides oversight for Planning & Development. This includes clerking committee meetings and coordinating responses on behalf of the council.

The role also has a strong community focus, including the preparation of the Parish Newsletter.
