Local Plan Update 2026

Introduction to the Basingstoke & Deane Local Plan Update 2024–2042 (Regulation 18) from Old Basing & Lychpit Parish Council

Welcome to our information page on the Basingstoke & Deane Local Plan Update 2024–2042, following the recently closed Regulation 18 consultation. This consultation formed a key stage in the Local Plan process and provided an important opportunity for residents, businesses, and stakeholders in Old Basing and Lychpit to express their views on how development across the borough should evolve over the coming decades.

The Local Plan is being updated by Basingstoke and Deane Borough Council to ensure it continues to reflect local priorities, meets future needs, and aligns with current national planning guidance. It sets out how land across the borough will be used up to 2042, including proposals for new housing, employment land, infrastructure, and environmental protections.

This Regulation 18 stage focused on an updated spatial strategy, revised to respond to new national requirements published late last year and including several newly proposed development sites across the borough.

The consultation period, which closed on 23rd January 2026, allowed the public to examine the proposals and submit comments via the council’s consultation portal, with documents available online, at the Civic Offices, and at local libraries during the consultation window.

Old Basing & Lychpit Parish Council actively participated and submitted formal responses on behalf of the community. These documents will be published on this page for residents to view.

The borough council will now review all submissions and continue developing the next draft of the Local Plan, which will undergo further consultation before examination by an independent planning inspector.
