The Parish Council
Old Basing Parish Council was created by Act of Parliament in 1894. Its first meeting was held in December that year. Its name changed to Old Basing and Lychpit Parish Council in April 2006.
Council meetings are held on the first Tuesday in the month in the Pavilion, Recreation Ground, starting at 7.30pm. There is a public session at the beginning of every meeting to allow comments and questions from the public. Please note that due to Health and Safety Regulations, a maximum of 30 people (including Councillors) are permitted in the committee room at one time.
A full list of Parish committees and their Councillor membership can be found on the Your Councillors page.
The agenda for these meetings is posted on the parish noticeboards (at Belle Vue shops and Recreation Ground in Old Basing and by Lychpit Hall) a week beforehand.
The statutory Annual Parish Meeting is held in April or May.

The Clerk and Assistant Clerk work on a part time basis and are based in the Parish Office. They work very closely with Larkstel Limited who now manage the grounds maintenance. Larkstel Directors, Stephen Richardson and Harry Rice, are former long-standing employees of the Parish Council and are therefore very familiar with the grounds and the needs of both the Parish Council and Clubs that use the grounds. The Larkstel team use the workshop at the recreation ground as a base but also work at other sites so the best way to contact them in the event of a query or problem is through the Parish Office.
Our finances are managed by a Finance Officer who works closely with the Clerk/RFO.
The Parish Council also employs two part-time Litter Wardens, David Rose who covers Lychpit and Alison Martin who covers Old Basing.
In addition to the above, the Parish Council employs two cleaning companies, one for Lychpit Community Hall and the other for the Pavilion.
